FDA Withdraws Proposed Asbestos-Testing Rule for Talc Cosmetics, Plans New Version Under 2022 Mandate

THE WHAT? The U.S. Food and Drug Administration has withdrawn a proposed rule that would have required cosmetic companies to test talc-containing products for asbestos, saying it will rework the regulation under requirements set by a 2022 federal law.

THE DETAILS The agency announced the withdrawal in a Federal Register notice, stating that “good cause” existed to revisit the proposal due to scientific, technical, and legal complexities raised in public comments. The FDA said the Biden-era rule—which aimed to establish standardized asbestos-detection methods for talc cosmetics—could have unintended impacts on other product categories, including OTC drug-cosmetics.

The notice also cited the Trump administration’s Make America Healthy Again (MAHA) priorities and the need to reassess broader approaches to reducing asbestos exposure. While the proposal is withdrawn, the FDA remains obligated under the 2022 Modernization of Cosmetics Regulation Act to issue a rule requiring asbestos testing for talc-containing cosmetic products. A new proposal will be introduced at a later date.

Talc and asbestos often occur near each other geologically, raising contamination risks; asbestos exposure is known to cause cancer. Advocacy groups criticised the withdrawal, warning it delays needed consumer protections.

THE WHY? The withdrawal allows the FDA to redesign the asbestos-testing mandate in response to legal and technical concerns, though it delays implementation of standardized testing requirements for talc-based cosmetics.

Quick & Easy DIY Fermented Rice Water for Hair

You know we love a good beauty DIY. We’ve got a super simple 2-ingredient fermented rice water recipe for your hair. It takes just a minute or two to make, and can be used for days! Here’s how we do it:

Ingredients:

  • 1 tablespoon rice

  • 1 cup water

  • Optional: floral essential oils like lavender or rose, rosemary for calming the scalp and assisting with growth, or fruit zest for fresh fragrance

  1. For the first step, we need a resealable container. This will be important for allowing our rice water to process and ferment. It also comes in handy for reusing any excess rice water.

  2. Next, we’ll want to rinse the rice in cold water. This removes dust and dirt and allows the rice water to be as pure as possible.

  3. From there, we’ll strain the rice and add our equal parts rice and room temperature water to a bowl or container. We’ll leave this alone to extract the nutrients from the rice into the water. At minimum, this should take half an hour.

  4. Once we notice cloudiness forming in the water and feel a silky slip to the liquid, we’ll know the water is ready. For traditional rice water, we’d stop here and strain the rice grains out to immediately use the water. This can be transferred into a jar or spray bottle for easy application. Keep this refrigerated and reuse it for up to 3 days.

  5. For times when we want to DIY fermented rice water for hair instead, we need to allow the water to process for 12+ hours at least. When we revisit our concoction in the morning (or evening), it just needs to be strained and transferred as well, then refrigerated and used within 3 days.

PRO TIP: For those adding essential oils or fruit zest, drop it in and shake gently or stir just after the final strain when transferring the rice water into the reusable container.

This DIY takes less than 5 minutes, and can be made in an even larger batch for all the beauty lovers on the premises. Since it is super easy to make and store, we make it throughout the week and incorporate it into our regular routine below!

Rice Water, the Hair Routine

Now that we know how to make our own fermented rice water for hair, how do we use it? We always want to start with a good deep clean. We usually opt for an herbal-enhanced formula that revitalizes our scalp and clears follicles. For many of us that have struggled with fallout or lack of growth, scalp buildup is a silent enemy.

Rice water treatment works best when we allow them some processing time. We usually apply it by spraying from roots to ends or dunking our hair into a bowl of it after shampooing and conditioning. Here are a few duos that complement the benefits of rice water:

I’ve always marveled at this ocean planet. 71 percent of the Earth’s surface is covered by water and 96.5 percent of it is contained in the oceans. Actually, it’s really one ocean with bits of land popping up here and there.

How is it we’re so lucky to have a planet with an ocean that is capable of sustaining such an abundance of life forms on land and sea? Where did the water come from? Scientists have theories but nothing is certain. Do other planets have water? Evidence points to oceans on other planets, but Earth is the only known planet to have consistent, stable bodies of liquid water on its surface. That’s because Earth is in the habitable zone, meaning that it isn’t too close to the sun for the heat to evaporate water and not too far to freeze it. And then there’s the perfect amount of gravity which holds the water where we want it to be.

I know that exploring space is as exciting as it gets, but we know so little about this miracle planet that we live on, that I wonder why we aren’t more curious about it. A NASA employee once told me that the amount of money that goes into exploring the source and maintenance of life on Earth, the oceans, is a rounding-error in the amount of money spent on space exploration. It boggles my mind! Is there anything out there that is more beautiful than where we already live?

The Importance of Coral Reefs

I think we need to protect and nurture Planet Earth, and the only way we can do that is to try to understand it. One thing we do know is that the oceans are under stress. Climate change is literally changing everything. Take, for example, our barrier reefs. Australia’s Great Barrier Reef is so huge that it can be seen from space. It stretches over 1,400 miles. It’s home to billions of marine species and is the world’s largest living organism. It’s importance to our survival can’t be over-estimate, all reefs are important to our survival. Why?

Well, selfishly from a human point of view, they protect our shorelines from the ravages of storms that are becoming more and more frequent due to the extreme fluctuations of ocean temperatures. Storms erode coastlines taking homes and livelihoods with them. Over half a billion people depend on reefs for food, income, and protection. The net economic value of the world’s coral reefs is estimated to be tens of billions of dollars per year.

And what of the reefs themselves that are often called “the rainforests of the sea?” About 25% of the ocean’s fish depend on healthy coral reefs. That’s a lot of fish! They find shelter and food, reproduce, and rear their young in the nooks and crannies formed by corals. (And here I have to digress and recommend a documentary called “My Octopus Teacher.” If you haven’t seen it, put it at the top of your list. It won’t disappoint.).

Reefs are fundamental to a healthy ocean. But coral reef ecosystems are severely threatened. Pollution, sedimentation from run-off, unsustainable fishing practices, and climate change are leading to coral bleaching and death. In 2005, the U.S. lost half of its coral reefs in the Caribbean in one year due to a massive bleaching event. Between 2014 and 2017 unusually warm waters affected 70% of coral reefs. The Great Barrier Reef lost hundreds of miles to bleaching.

  • Recycle and dispose of trash properly. Somehow so much of our trash ends up in the oceans. Whenever I walk the beach, I take a garbage bag with me. I’m shocked at how much plastic I pick up that has washed ashore. I’ve seen plastic bags wrapped around coral, choking it to death.
  • Don’t buy coral ornaments or jewelry
  • If you love to scuba or snorkel, avoid touching or standing on reefs. Anchoring your boat on the reef will damage and potentially kill the delicate coral animals.
  • Volunteer! If you live near the coast, volunteer in local beach or reef cleanups. If you don’t live near the coast, get involved in protecting your local watershed.

Using Reef Safe Sunscreen

There is more but I’m going to end with a plea about sunscreens and wearing one that is considered reef-safe. Several common sunscreen ingredients have been shown to be toxic to coral reefs. Again, whether you are in the ocean or not, what you wear will eventually wash off and end up there. Millions of people wear sunscreens and have no idea that they are negatively impacting coral reefs.

What Sunscreen Ingredients Are Not Reef Safe?

Key ingredients to avoid are Oxybenzone and Octinoxate. Additionally, look out for Benzophenone-1, Benzophenone-8, OD-PABA, 4-Methylbenzylidene camphor, 3-Benzylidene camphor, and Octocrylene. These can affect corals’ reproductive cycle, damage DNA, and worsen the effects of coral bleaching. Active sunscreen ingredients that are considered reef-safe are Zinc Oxide and Titanium Dioxide.

A quick word about the amount of protection from SPF ratings. (By the way, SPF only refers to UVB protection). An SPF 15 protects from 93% of UVB rays. SPF 30 protects from 97%.  Afterthat, the difference in protection is small. SPF 50 blocks 98%, and SPF 100 stops 99% of UVB rays from reaching your skin. What Sunscreens Are Reef Safe?

A client once told me she’d been typed as a “Romantic Ingénue.” The words sounded beautiful – delicate, feminine, soft – but she didn’t recognise herself in them. She was warm, confident, decisive, and loved clean lines. The label had left her more puzzled than empowered. That conversation reminded me how easily systems like Kitchener’s can miss the mark when they focus only on what’s visible, not what’s true.

Kitchener’s Essence system was one of the first to connect physical features with the yin and yang concept – balancing soft, rounded qualities (yin) with sharp, angular ones (yang). It’s an insightful foundation, but it’s also limited. If your essence result feels like it misses something essential about you, it’s because it probably does.

Kitchener’s Approach: Brilliant but Incomplete

Kitchener’s analysis focuses primarily on physicality – the lines, proportions, and curves of your face and body. He categorises those shapes into yin (feminine) and yang (masculine) expressions and groups them into style archetypes such as Dramatic, Natural, Classic, Romantic, and Ingénue.

For instance, he classifies “Classic” as a mix of yin and yang, yet in design theory, classic styling – tailored suits, clean lines, symmetry – actually sits firmly in the Which camp. The confusion often comes down to semantics: in fashion, “classic” is used loosely to describe timeless pieces like trench coats and Breton tops, but in personality style, “Classic” represents structure, tradition, and formality – all yang traits.

So if you’ve been told your “yin” physicality conflicts with your “Classic” personality, it’s not you misunderstanding, it’s the language being inconsistent.

  • Which parts of the analysis resonate, and which feel restrictive?
  • How do I want people to feel when they see me – calm, confident, approachable, powerful?

Understanding your yin/yang balance is useful but it’s even more powerful when you integrate it with other frameworks. That’s where your style becomes multi-dimensional.

Here’s where Kitchener’s model falls short: it doesn’t account for personality, preference, or lifestyle.

What Is pH and why is it so important for skin health?

When it comes to skincare, we often focus on ingredients to support our skin health such as Vitamin A, Vitamin C and Hyaluronic Acid. But there’s another essential factor that may not be as obvious and can have a significant impact on your skin’s health – pH balance. If you’ve ever felt a stinging sensation on your skin after using a foaming face wash or blemish treatment, it’s likely a sign that your pH is off balance.

So, what exactly is pH and how can you make sure your products are pH-friendly? Let’s break it all down.

Understanding pH

pH stands for potential of hydrogen and the pH scale ranges from 1 to 14, with 7 considered neutral. The scale can be a little confusing as the higher the range, the less acidic! Numbers below 7 are considered acidic, while pH above 7 is known as alkaline (non-acidic)


You might also be surprised to learn that a healthy skin pH is more acidic and we are often born with a higher skin pH that slightly declines after birth. With higher acidity, your skin can work more effectively at protecting itself from harmful microbes and environmental stressors that can lead to damage and premature ageing.

What Is the Acid Mantle?

Like most skin health conditions, it often comes back to our barrier health. The acid mantle forms part of our skin’s barrier and is a thin, protective film made up of sebum, sweat, and dead skin cells. It sits on the outermost layer of your skin and has two main jobs:

1. Shielding against harmful bacteria, pollutants, and allergens

2. Maintaining hydration by locking in moisture and preventing water loss

When your skin’s pH is balanced, the acid mantle remains strong and intact. But when it’s thrown off by using the wrong skincare, over-exfoliating or damaging the skin through environmental stress (such as sunburn), your skin can become vulnerable to dryness, irritation, breakouts, and even conditions like eczema or rosacea.

Why pH Balance Matters in Skincare

Maintains Skin Barrier Function

As mentioned above, your skin barrier is your body’s first line of defence so it’s important to keep it as strong and balanced as possible. When the pH becomes too high, enzymes that break down your skin’s natural oils become more active. This can weaken the barrier and potentially cause sensitivity and inflammation.

Improves the Effectiveness of your Skincare

The pH of your skin can affect how well certain active ingredients perform and how well your skin absorbs and holds on to those ingredients. If your skin is off balance you may also experience sensitivity when it comes to active ingredients such as Vitamin C, AHAs and Niacinamide.

Reduces Redness and Sensitivity

If you’ve experienced stinging or burning after using certain products, it could be due to an imbalanced pH. Sensitive skin in particular is more prone to inflammation when the acid mantle is compromised.

Prevents Breakouts and Bacterial Overgrowth

Acidic conditions help inhibit the growth of acne-causing bacteria. If your pH is too high it may allow bacteria to thrive and potentially trigger breakouts!

Common Culprits of pH Imbalance

Soaps and foaming cleansers – these often have a higher pH which can disrupt the skin’s barrier.

Over-exfoliating – too much exfoliation with harsh particles and acidic scrubs can cause damage and irritation.

Too many active ingredients – using too many actives at once can lead to irritation and imbalance as the skin doesn’t have time to adjust and repair in between.

Environmental stress – sun damage, cold winds and pollution can all send our pH out of balance.

Harsh toners – toners containing alcohol can over-dry the skin leading to imbalance and irritation.

Genetics and Age – our skin type and how it behaves can be passed down from our parents, meaning we may be naturally prone to more sebum production or a slightly higher or lower pH level. As we age our pH level begins to increase, making our barrier less acidic and more open to dryness, damage and irritation.

Signs Your Skin’s pH Might Be Off

If your skin has been acting out and feeling a little off, here are some warning signs that your pH needs a rebalance:

  • Sudden sensitivity or stinging from products

  • Persistent dryness or flakiness

  • Frequent breakouts or redness

  • Tight, uncomfortable feeling after cleansing

If any of these sound familiar, it might be time to audit your skincare routine and seek support from a dermatologist if symptoms persist.

Look for Soap Free and Fragrance Free Products

Cleansers containing soap are likely to have higher pH and are a common culprit when it comes to stripping and drying the skin. Look for the words “soap free” and “fragrance free” on your skincare labels.

Opt for Sulfate free Gentle Cleansers

While it might feel like you’re doing something good for your skin, this is a sign that the product may be too alkaline and has stripped your skin of essential oils.  Opt for sulfate-free, non-foaming cleansers that contain hydrating ingredients.
